Congresswoman Elise Stefanik and Senator Tom Cotton introduced the Trucking Security and CCP Disclosure Act on Mar. 12, aiming to prevent companies linked to the Chinese Communist Party from receiving sensitive U.S. transportation contracts and to prohibit Chinese nationals from operating trucks carrying Department of War cargo.

The legislation seeks to address concerns about national security by ensuring that American defense projects are not exposed to foreign adversaries through transportation contracts. Stefanik said, “Most Americans would be shocked to learn that U.S. law does not already prohibit Communist China’s military from receiving transportation contracts tied to American defense projects. This bicameral legislation closes that loophole by establishing a clear firewall between the Chinese Communist Party and Department of War contracts. American tax dollars should never benefit our greatest adversary at the expense of U.S. national security.”

Cotton added, “Communist China continues spying on American military technology by exploiting truck drivers handling Department of War cargo. My bill will require anyone handling military freight to be properly vetted to ensure our adversaries cannot gain access to valuable information.” Both lawmakers serve as senior members on the Armed Services Committees and Intelligence Committees, and they are working to include this act in the Fiscal Year 2027 National Defense Authorization Act.

Stefanik has represented New York’s 21st District in Congress since 2015, after replacing Bill Owens, according to official records. She was born in Albany in 1984 and currently lives in Schuylerville.

Stefanik graduated from Harvard University with an AB degree, according to available biographical information.

The proposed legislation highlights ongoing efforts by lawmakers concerned about foreign influence in critical sectors related to national security.
